Singapore-Cambodia QR Payment Link: Seamless ASEAN Travel

Making Payments Easier Between Singapore and Cambodia

Singapore and Cambodia are making a big step to improve how people pay for things across the ASEAN region. They have officially launched a way for people to pay using QR codes between Liquid Group’s system, called RoamQR, and Cambodia’s digital payment system, called Bakong.

The official event took place in Singapore on November 12th, during the Singapore FinTech Festival 2025 (SFF 2025). The launch was overseen by important leaders: Dr. Chea Serey, the Governor of the National Bank of Cambodia (NBC), and Mr. Sopnendu Mohanty, the Group CEO of the Global Finance & Technology Network (GFTN). Other senior officials from the NBC, Liquid Group, ACLEDA Bank, and Phillip Bank also attended.

📲 How It Works Now (Phase 1)

Right now, in the first stage, this new payment link is supported by two banks: ACLEDA Bank and Phillip Bank.

  • What this means: People from Cambodia, including tourists, can now scan RoamQR codes at stores in Singapore that accept them.
  • How they pay: They use their mobile banking apps connected to Bakong, which is linked to their Cambodian Riel bank accounts.

⏭️ What’s Coming Next

In the future, the system will become two-way.

  • People from Singapore (tourists and travellers) will also be able to scan Cambodian KHQR codes in Cambodia.
  • The money will be taken directly from their favourite Singapore mobile payment apps.
  • This will create a secure and easy-to-use digital payment system that works for everyone in both countries.

By growing digital tools like Bakong, the NBC is making people feel more confident about digital payments. It also helps make the financial system in Cambodia more open and available to everyone.

🗣️ What the Leaders Are Saying

Dr. Chea Serey, Governor of the National Bank of Cambodia, said:

“This launch is a major move toward bringing our economies closer and growing regional teamwork. This builds on Cambodia’s successful work linking our QR code payments with many other countries, including Thailand, Vietnam, Laos, Malaysia, China, and Japan. By connecting with Singapore now, we are creating new chances for our citizens, businesses, and economies. Together, we are taking a huge step toward better digital finance across ASEAN and the world.”

Mr. Jeremy Tan, CEO of Liquid Group, added:

“Working with the National Bank of Cambodia and Bakong shows that we both want to expand RoamQR’s reach and make secure payments possible and easy across different countries.”
